EMS-Rescue Section Elections 2025

On May 8, 2025, the National Volunteer Fire Council’s (NVFC) EMS/Rescue Section will hold an election to determine the Section officers and Executive Committee for the next two years. All members of the Section are eligible to vote in the election. Section members can vote in-person at the meeting or by requesting and submitting an absentee ballot. To request an absentee ballot, contact abena@nvfc.org. Absentee ballots must be requested by 12pm ET on May 6 and submitted by 12pm ET on May 7. Section members who vote via absentee ballot may not vote again at the Section meeting.

Meet the Candidates

The candidates for the officer positions are running unopposed, so per the Section’s operating rules will be confirmed. These officers are Chair: Eric Quinney, WY; Vice Chair: Jules Scadden, IA; and Secretary: T.J. Nedrow, WA.

The following six candidates are running to fill five At-Large Director positions on the Section Executive Committee and will be on the ballot for the election:

Brian P. Foley, NJ (Director-at-Large of the EMS/Rescue Section since 2015)
I am seeking to be re-elected to the NVFC’s EMS/Rescue Section Executive Committee as a Director-at-Large. My platform and section goals for the next two years will be to partner with EMS stakeholders to advance beneficial legislation at the local, regional, and national levels. I plan to enrich professional development programs to reach and advance EMS practitioners and focus on diversity and inclusion in the EMS field.

Dennis Green, NC (Director-at-Large of the EMS/Rescue Section since 2019)
I am asking for your support to continue in the position of Director-at-Large with the NVFC’s EMS/Rescue Section. Your vote for me will enable me to continue the work I have been doing on behalf of NVFC. The NVFC is known as the representative organization of volunteer fire and EMS. As such, organizations working on EMS issues often contact the NVFC to participate. The NVFC depends on the EMS/Rescue Section to be the representatives of these groups. The section is responsible for developing recommendations on policies and EMS matters to the NVFC Board.

Brian Moon, SC (Past NVFC Director from South Carolina)
I have served in the volunteer fire and EMS service for 35 years. I have been a paramedic since 1996 and held both volunteer and career positions. I am a licensed registered nurse in South Carolina and a past South Carolina state director with the NVFC. I currently serve as the county administrator for Abbeville County, SC. My current position gives me insight into the challenges that rural fire and EMS services face and the need for national support programs. I hope to serve on the EMS/Rescue Section to advocate for our volunteer services around the country.

Ed Mund, WA (Director-at-Large of the EMS/Rescue Section since 2012)
I consider myself a career volunteer. By that I mean my entire fire and EMS career has been and always will be as a volunteer. Volunteers, especially from more rural areas, need an experienced voice who has served in their world, who can articulate their perspectives and describe their realities. I have worked on behalf of volunteers at local, state, and national levels for more than 30 years. I am often the only rural volunteer and the only BLS-level EMS responder in the room. I began my volunteer fire and EMS career in 1989 with East Olympia Fire District 6 in Thurston County, WA, where I attained the rank of captain and served as EMS officer for 11 years. I am currently volunteering with Riverside Fire Authority, a fire-based, combination ALS agency in Centralia, WA. The Director-at-Large position on the EMS/Rescue Section has offered opportunities to be their advocate. I seek re-election because the contacts and experience I have gained in past projects will, I believe, help me to be a better voice and advocate for volunteers.

Curtis Shirley, AL (NVFC Director from Alabama)
I joined the Sipsey Valley Volunteer Fire Department in 1995 and received my Firefighter 1 from the Alabama Fire College the same year. I completed my Firefighter II and NREMT-B, and I’m licensed in the state of Alabama. In 1997, I helped form the Romulus Volunteer Fire Department, where I currently serve as the fire chief. With the help of the community, we built a station and purchased our first apparatus. I recently organized the neighboring fire departments to create the Southwest Tuscaloosa County Rescue Squad. While being a search and rescue group, this has also brought the departments in County District 4 together to provide BLS transport for their community when an ambulance is not available.

Marvin Trimble, IA (Director-at-Large of the EMS/R Section since 2019)
I started my career in the fire service in January 1981 as a volunteer in Garrison, IA, and currently serve as the assistant chief with Garrison Fire Department. I started EMS as a first responder in January 1983 with the Garrison First Responders and began as a career firefighter with the Cedar Rapids (IA) Fire Department (CRFD) in September 1987, where I advanced to EMT-A. In October 1995, I was promoted to captain and advanced my EMS certification to paramedic (national intermediate) in 2004. In 2012, I transitioned to EMT-PM and was elected to the position of 5th vice president for the Iowa Firefighters Association. I am a former member of the Iowa WMD and TF-1 team leader. I was promoted to battalion chief in November 2014 and retired in January 2021. I have 20+ years on CRFD hazmat, high angle rope rescue, trench rescue, Iowa WMD team, and IA-TF1 urban search and rescue.
