Heather Schafer joined the NVFC staff in 1993 and has served as the Executive Director since 1994. She manages all internal and external operations and is the organization’s chief fundraiser. She previously worked for the Chief of Staff during the Clinton administration and for FEMA during Hurricane Andrew. Heather graduated from Ohio State University and received her Masters in Nonprofit and Association Management from the University of Maryland.

Sarah Lee, CAE

Sarah Lee assists Heather Schafer in administering the internal and staff operations of the NVFC. She is also the Director of Fire Corps. Sarah comes from a family of career and volunteer firefighters and EMTs. With a Masters degree in Public Administration and nonprofit management, Sarah has nearly 10 years of experience in the nonproft sector, with most of those years spent serving the fire and emergency services.

Sessy Hazzard, CPA

Sessy Hazzard received a B.A. in Accounting from the University of West Florida and is licensed as a certified public accountant. She joined the NVFC in 2013 after working several years as a sole practitioner serving small businesses and nonprofit organizations. Before that, Sessy worked for more than 20 years in the public, bank leasing, Fortune 500, small business, and nonprofit environments.  

David Finger

Dave Finger is the point of contact for legislative, regulatory, and standards issues concerning the volunteer emergency services. He serves as the NVFC's liaison with Congress and federal government agencies and advises the board and membership on governmental matters. Dave graduated from Michigan State University with a degree in Political Economy and is pursuing a Masters degree in Legislative Affairs from The George Washington University. He spent several years working on Capitol Hill before joining the NVFC in 2005.

Kimberly Quiros
Director of Communications

Kimberly Quiros joined the NVFC team in 2006. She is the main media contact and oversees the Council's communications endeavors, including publications, web sites, and marketing initiatives. Previously, Kimberly served as the communications and development specialist at another DC-based nonprofit, and before that she worked for a newspaper in Newport News, VA. She graduated with a B.A. in History from The College of William and Mary and received her M.A. in Public Communications from American University.

Meg Goldberg

Meg Goldberg serves as Office Manager for the NVFC and also handles Board Meeting planning. Prior to joining the NVFC in 2010, Meg served as the Office Administrator for a church organization and before that had a successful career in association marketing. She also previously served as Program Coordinator for the Tobacco Institute with a focus on fire service projects.

Rachel Buczynski

Rachel Buczynski joined the NVFC team in 2007 and is the point of contact for the National Junior Firefighter Program. She also assists with the implementation of the NVFC's health and safety initiatives. Rachel is a graduate of Texas A&M University, where she received her B.A. in International Studies, with a focus on business and communications.

Lori Moon

Lori Moon assists with the implementation of Fire Corps. Before taking this position in 2006, Lori served with Fire Corps at the grassroots level as Fire Corps Team Leader for Johnson County Rural Fire District #1 in Clarksville, AR. Originally from Rogers, AR, Lori attended the University of the Ozarks in Clarksville where she received a B.S. in Marketing.

 Allison Moore

Allison Moore has been a member of the NVFC staff since 2007. As Program Manager, she assists with the implementation of the Fire Corps program and the NVFC's health and safety initiatives, as well as works on several joint initiatives with USFA. Allison received her bachelor’s degree in Political Science from Mercyhurst College and her M.P.S. in Political Management at The George Washington University.

Erin Vollmerhausen
Administrative Assistant

Erin joined the NVFC staff in 2012. She answers phone calls coming into the NVFC, handles all general membership and NVFC inquiries, and provides administrative support to staff. Prior to joing the NVFC, she was a Dispatcher for a private fire/ambulance company and provided administrative support to the Howard County (MD) Fire Training Academy. Erin is a certified firefighter/EMT-B and has been a volunteer with Howard County for eight years.
