
NVFC Leadership
| Philip C. Stittleburg Chairman Wisconsin State Firefighters Association Phil Stittleburg joined the volunteer fire service in 1972 and has served as
Chief of the LaFarge Fire Department (WI), for 25 years. Phil is
also legal counsel to the NVFC, the LaFarge Fire Department and the
Wisconsin State Firefighters Association. Phil has represented the NVFC on
numerous NFPA standards making committees, including NFPA 1500. He served
as NVFC Foundation President for twelve years. He serves on the NFPA Board
of Directors, is an adjunct instructor at the National Fire Academy and a
regular contributor to Fire Chief Magazine.

| Norm Hoeft First Vice Chairman Nebraska State Volunteer Firefighters Association Norm has been a member of the David City Volunteer Fire Dept. for 44 years, having served as assistant chief for 20
years. He is a member of the Nebraska State Volunteer Firefighters Association serving as president 1976-1977 and
served as an executive board member for seven years. Norm has been a member of the Fire School Committee for 21 years
and served as director of that school for 13 years. He has also been a member of the Nebraska Fire Chief Association
since 1972. Norm served as an Alternate Director to NVFC from 1986 -1994 and was Director from Nebraska 1994-1995
serving on the Executive Committee. He was elected as Director from Nebraska to NVFC in October 1999 and is serving in
that capacity at the present time. He was also the Emergency Manager for Butler County Nebraska from 1962
until July 1, 2003.

| Jack Carriger Second Vice Chairman Oregon Volunteer Firefighters Association
Jack Carriger started his career in emergency service in 1976 as a
Reserve Deputy Sheriff, after ten years of serving as a Deputy Jack
changed over to the volunteer fire service. During his volunteer
service Jack served as President of his Fire District�s Volunteer
Firefighters Association, President of the Oregon Volunteer
Firefighters Association, and as Alternate Director and Director to the
National Volunteer Fire Council for Oregon. Since his time on the
Council he has served on several committees and as committee liaison to
the Executive Board during the past two years as an Executive Board
Member.

| J. Allen Metheny, Sr. Secretary/Treasurer Delaware Volunteer Firemen's Association Allen is a 39-year member of the volunteer fire, rescue and ambulance
service. Allen is a life member of the Hartly Volunteer Fire Company in
Hartly, Delaware. He has held nearly every elected office in the Hartly
Volunteer Fire Company including Fire Chief, Ambulance Captain, Chief
Engineer, and President. He is also a Past President of the Delaware
State Fire Chief's Association, the Del-Mar-Va Volunteer Firemen's
Association, (Delaware, Maryland, and Virginia companies on the Del-Mar-Va
peninsula), and the Delaware Volunteer Firemen's Association of which he
is currently the Treasurer. He has been an instructor at the Delaware
State Fire School since 1970 and has served on the Delaware State Fire
Prevention Commission. He has been the Alternate Director to the NVFC for
Delaware since 1991. Allen is a Certified Government Finance Manager
having recently retired from the state auditor's office. He is currently
employed by Kent County, Delaware as the Assistant Director of the
Department of Public Safety, Division of Emergency Management.
