Description: Fire Explorer Post 2444. We have had an active explorer post since May of 2000. The explorers meet every Monday night and train on different fire service related topics. After they are trained to a certain level, they are allowed to respond on emergency calls with the fire department. Our post has attended the National competition in 2003, 2005 and 2007 and placed in at least two events in each national competition. We have an enthusiastic group of explorers who not only participate in fire department related activities, but many civic activities as well.

Description: We teach young teenagers first aid and a lot of the firefighting activities. At age 16 they can ride a long on the apparatus and help in the support roles of the emergency. At this point they have been trained in numerous support activities. We have had a large number of our explorers continue on into the fire service. Not only as firefighters and paramedics but also have become officers in many different departments. We have had a good success rate over the past 25-30 years that this program has been in existence.

Connecticut

Description: The cadets have weekly meetings/trainings. They assist with cleaning and maintenance of equipment. Some of the Cadets have completed the State of Connecticut Medical Response Technician Training and they are allowed to respond with an adult member to medical calls. They can respond to other calls except Hazmat, until 2200 hours, where they perform simple tasks outside of the danger area.

Description: The CHCFC program was established 45 years ago and has become increasingly enhanced in its scope. What began as a strictly fire-based program with 5-6 members has evolved into a Fire-EMS program that is an integral part of the CHFD Senior Department with 27 members. The cadet members who attend the local high school are an established part of the fire response plan in that they respond to each and every fire alarm that is triggered by assisting school personnel with student accountability, identification of problem on the alarm panel and communication of critical information to first arriving apparatus on scene, which has improved response times and on-scene communication. The cadets also have the option of participating in the Medical Response Technician (MRT) program when they become 16 and become part of the ambulance response crew. CHCFC was the first cadet program in the state to offer a cadet-only MRT program in August of 2006. Many former CHCFC members have continued on to the senior program and become EMTs and Firefighters, contributing to their community. The Cadets have also participated as a group in Public Health Emergency response drills, as they are known for their organizational skills and emergency response background. Safety is the number one priority stressed in the cadet program, as evidenced by the programs exemplary safety record. The cadets are also often requested by members of the community to assist with the burning of brush, which provided excellent basic training under the guidance of the senior members of the CHFD. The cadets have a monthly meeting and schedule drills at least once per week throughout the rest of the month. Many of them also attend senior drills scheduled at other times to further enhance their skills. Our Senior Department offers on average approximately 8000 hours of training, including a Firefighter I and Firefighter II class on site that many of the cadets take advantage of in order to be ready to go on scene. They spend many hours training on the apparatus in order to assist at scenes with retrieval of equipment for senior members.

Description: Our Junior Program is very involved with our general membership. We meet every Monday night from 1800 to 2130 hours doing general maintenance around the departments as well as drills with the membership. We are very involved in other activities through the Department such as parades, softball and social events. Out goal in the Junior Program is to mold the Junior Firefighters into firefighters the company will fully benefit from when they turn 18 years of age.

Our program hopes to prepare interested youth into the fire service. The students are allowed to respond to any call so long as it does not interrupt school. Once they have reached the age of 18 and there is an opening on the fire department, they become actual firefighters.

Description: Our program is targeted towards high school juniors and seniors who may have an interest in pursuing a career in emergency services. We do some recruitment in our local high school; however, the biggest marketing benefit that we have found has been word of mouth amongst their peers. We do not allow juniors to respond in their personal vehicles nor do we allow them to respond to any hazmat incidents. The Connecticut Department of Labor has strict guidelines that clearly define what junior firefighters can and cannot do. Even with the limited number of activities that the junior firefighters are allowed to participate in, the program retention rate has been very good and we have had junior firefighters that have come through the ranks and become Assistant Chiefs in the department.

Description: In 2006, the Ormond Beach Fire Department started a new Fire Explorer Program Post 480 to give young men and women some hands on training in the field of Firefighting and Medical Emergencies. The program is open to high school students between the ages of 14 and 18. Participants learn discipline, respect, first aid, CPR, First Responder techniques and other fire/EMS related skills. Eventually after completing their training, the Explorers will be able to ride on fire trucks and get hands on training on actual calls. Exploring is a career education program for young men and women through the Boy Scouts of America in cooperation with the Ormond Beach Fire Department. The programs purpose is to provide experience to help young people mature and prepare them to become responsible and caring adults. Our Exploring Post 480 is based on five areas of emphasis: career opportunities, life skills, citizenship, character education, and leadership experience. Parents of Explorers are also encouraged to take part as well.

Description: Fire Rescue Explorer Program under auspices of Fire Department personnel. Explorers participate in biweekly training meetings and have rank structure that emulates the department's structure. Meetings are conducted on department property and consist of fire department operations, EMS operations and other specialty subjects such as trips to crash rescue units at Palm Beach International Airport and Trauma hawk Helicopter Program. We are an equal opportunity organization and accept members from all areas surrounding the City of Delray Beach. Description: Established in 2006, the explorer program focuses on character development and career education. The explorer program helps young adults develop social and life skills, assist in character and career development, and help young adults formulate positive personal values. It prepares young adults to make ethical decisions that will help them achieve their full potential. The program is designed to allow young adult males and females, between the ages of 14 and 18, to explore a career in the fire and emergency medical service.

The explorers receive training the same training as any professional firefighters, including basic fire chemistry, hose evolutions, ladder operations, first responder and CPR training, hazardous materials, and auto extrication. The training program is intense and demanding, however the rewards are increased character and the understanding of what it takes to pursue a career in the fire service.

Description: The Staunton Fire Protection District Junior Firefighter Program is a support organization of the Staunton Fire Protection District, which is approximately 15 years old. The program allows young people from the ages of 12 to 19 years of age to actively participate in fire department activities. Over the past 15 years, over 30 different youths have participated in the Junior Firefighter Program. Almost half of the youths who participated in the program have joined the Staunton Fire Protection District as regular firefighters when they reached the age of 19.
SFPD Junior Firefighters are considered support members of the Staunton Fire Protection District but they are allowed to take part in many fire department activities. Junior Firefighters attend fire department training sessions, assist with maintenance operations, assist with fund raising activities, assist with public education functions, attend departmental functions and meetings, and are allowed to respond to specific types of incidents and perform support roles at incident scenes.

Description: Our Junior Firefighters have a meeting every 3 months for themselves, and then they meet with our fire personnel the first Tuesday of every month for the fire department's regular meetings and they also train with the fire department every third Tuesday of each month. Our Junior Firefighters are hard working and dedicated kids. Each one of the Junior firefighters have a parent on the department that is responsible for the child getting to and from each fire scene. The program is made up of a director, an assistant director, two training officers and a safety officer. The Juniors know when they get to the scene that they are to go directly to the staging area and cannot leave that area until appointed to their parent or another firefighter. Our Juniors wear orange fire hats so they are recognized on the scene as Juniors. They cannot go into any working house fire or operate any machinery. The department is proud to have each one of the children on the department and look forward to when each can join as a full time member.

Description: For the last six years, our Explorer Program was held for one month, with four meetings. In 2008, we have started a year round program where the Explorers/Junior Firefighters meet once a month for their business meeting and class with a hands-on session put on by our in-house state certified Fire Instructor. Then the Explorers/Junior Firefighters are invited to participate in the regular drill for the fire department and any public fire prevention activity the department has, which has included our Battery Up Program and Early Childhood Safety Fair with the Fire Safety House. We have had two of the Explorers who were in our program join the fire department when they turned eighteen years old. With the training they had received, they were able to contribute to the department earlier in their first year. Currently, two of the Explorer/Junior Firefighters are planning to enroll in a two-year firefighter course at our local community college. Description: The Sykesville-Freedom District Fire Department's Junior Firefighter Program is open to young people ages 12-16 that have an interest in learning about firefighting and emergency medical services.
Sykesville's junior program is among the most active in Carroll County, meeting Wednesday evenings at the station.  Juniors participate in various activities designed to expose them to the world of emergency services.  A typical evening at the station can involve anything from crawling through mazes in turnout gear to learning about the latest equipment and techniques used by senior firefighters on the fire ground.

The juniors take part in the annual Carroll County Junior Day, a friendly competition between junior firefighters from around the region.  The juniors also take educational and recreational trips from time to time to learn more about the fire service.  The group traveled to New York City recently to visit Ground Zero and several FDNY firehouses. We promote a healthy and social atmosphere where young people are exposed to the bond that firefighters everywhere know and enjoy.

Description: In cooperation with our local high school, “School to careers internship program”, students spend one hour a day at the Yarmouth Fire Department learning about the careers of firefighters/emergency medical technicians. The Yarmouth Fire intern program is a registered Fire Corp program. The “IFSTA Essentials of Fire Fighting” book is used as a classroom guide. Students are taught by Yarmouth officers and participate in specially designed drills. The Dennis-Yarmouth High School student interns are also involved in a variety of fire prevention projects, which are presented in the lower schools from preschool to middle school. Many former students have become members of our call department and one has become a full-time firefighter/EMT. We also have former interns who have become firefighters for neighboring towns and firefighters in the military.

Description: The cadet program is a cooperative effort between the Waterford Fire Department and Waterford Mott, Waterford Kettering and Waterford Our Lady of the Lakes High Schools. This program provides a work-based learning opportunity and/or environment for high school students in order to help students achieve academic success, graduate from high school and be better prepared for employment or post secondary education connecting to a student’s career goals. This program offers exploration inside various divisions of the fire service including Fire Suppression and Rescue, Fire Prevention and Education, Hazardous Materials and other Special Operations offered by the Fire Department including, but not limited to Technical Rescue. Students learn through classroom instruction, practical demonstrations and performance based training sessions the “Essentials of Fire Fighting.” Also, after the completion of this program, students will have a greater appreciation for their own strengths and weaknesses in addition to the duties, responsibilities and commitment necessary to become a firefighter. Description: The mission of the Howell Area Fire Department Cadet is to assist with fire department operations, assume a support role at emergency scenes, and learn to protect lives, health and property in the Howell Area Fire Department response area from the outcomes of fire, medical, structural, and environmental emergencies through education, prevention, mitigation and control. Cadets are students seeking careers in firefighting. The Cadet program gets these students involved in what they want to do. Cadet firefighters are considered valuable assets to the department operations and assume support roles at the fire scenes. Every precaution is taken to keep them out of danger while still letting them get involved. While at the station, Cadets are responsible for making coffee, sweeping, rolling hose, mopping and cleaning apparatus as well as other duties assigned. Don’t let these last mentioned duties fool you…there are plenty of opportunities to learn and to get involved in the exciting aspects of the fire department.

Description: Our community has a population of 6500 residents and encompasses an area of 2.2 square miles. We have run an Explorer Program since 1994. We train twice a month and participate with other area Explorer posts to train and compete throughout the year. We do hands-on training with firefighters from our department as well as firefighters from surrounding communities. The group is an un-funded program so we participate in fundraising to offset the cost of attending events and have participated in the National Exploring competition three times which hosted 600 participants last year. The Explorers also help at community events and participate in parades along with our firefighters. We do recruitment in area high schools and during Fire Prevention Week at our fire station. Each Explorer is assigned and responsible for the care of a set of gear. We have an established set of rules and regulations which addresses grades, attendance and conduct both in the program and in everyday life.

Description: Program was started in the WWII years and was disbanded because of the war effort. It was reorganized in 1954 and has been going strong ever since. The Juniors in the early years helped the firefighters fight grass fires that were frequent in the spring months, primarily due to the burning of waste paper and sparks from the railroad engine exhaust. Training in the early days was primarily done on the job or do as we do. The MI Firefighters Training Council wasn’t in place until the late 1960’s. The juniors of today have a support role in the service and receive their training, FFI&II and Medical First Responder. They are allowed to assist in medical emergencies once they have received their training. They do not enter the structural fire hot zone until they are employed by the Senior Fire Department.

Description: The Fire Explorer program is the young-adult program of Learning for Life, a subsidiary program of the Boy Scouts of America. Maple Grove Fire Explorers Post 777, operated by the Maple Grove Fire Department, is a co-ed group of young adults between the ages of 14 and 21, with an interest in learning about the Fire Service. The Fire Explorers’ Instructors are members of the Maple Grove Fire-Rescue Department. The Maple Grove Fire Department was founded in the summer of 1976, with the Fire Explorer Post starting late that fall. The Post has been in existence for over 30 years and has produced dozens of firefighters and EMS personnel. For instance, Maple Grove Fire Chief Scott Anderson started his career as a Hamel Fire Explorer. Maple Grove Assistant Chief/North Memorial Paramedic Rob Pearson started his career as a Maple Grove Fire Explorer over 20 years ago. Maple Grove Fire Explorers Post 777 meets the 2nd and 4th Sunday nights of every month and also participates in various special activities. Our emphasis at meetings is instruction of an Explorer-oriented Firefighter I type course. We also train our Explorers to a First Responder and Hazardous Materials Operations level. After a basic level of training and good attendance at Post meetings, Explorers are able to take a practical exam which, if passed, allows them to attend regular fire department drills. After attending a minimum amount of fire department drills and getting acquainted with their station crew, they may take another practical exam which, if passed, allows them to be issued a pager and respond to emergency incidents on the truck with firefighters.

Description: The Junior Firefighter Program was instituted by the Warrenton Fire Protection District (WFPD) as a training program for young men and women, aged 16-18, interested in serving their community and preparing to become active firefighters upon reaching the age of 18. At age 18, the Junior Firefighter is eligible to attend the Firefighter I Course to become a full member of the Warrenton Fire Department upon successful completion. As a Junior Firefighter, members serve in a support role for the senior firefighters at actual emergencies as a supplement to a formal training program. The Junior Firefighters attend monthly training drills with the full Department. A WFPD fire officer serves as the Junior Firefighter training officer, and he is the primary contact person for the Junior Firefighter. Those selected are expected to act in a mature manner and commit to a demanding, long-term program. In both training sessions and actual emergency situations, the safety of the Junior Firefighter is of paramount concern to the Department. As such, the activities of the Junior Firefighters are limited in scope and the fire officers closely supervise them. The Junior Firefighters quickly become an integral part of the firefighting team during emergencies, serving in such important capacities as establishing a water supply, supplying equipment for interior firefighters, changing air packs, manning exterior hose lines and assisting with interior overhaul once a fire has been extinguished. It should be understood, however, that despite the training and supervision provided, firefighting is a dangerous activity and serious injury is a possibility. The fire officers will make every effort to minimize the Junior Firefighters’ exposure to danger. It is also the responsibility of the Junior Firefighter to avoid known hazardous situations. Due to the inherent dangers of firefighting, strict rules of conduct and tight procedural standards have been established. In an actual emergency, it is essential that all firefighters, including Junior Firefighters, act in a calm and efficient manner. The Junior Firefighters are expected to attend training drills to be prepared for the many challenges presented in an emergency situation. Each member is expected to read and understand these requirements and to adhere to the standards. The WFPD fire and administrative officers are available to discuss any questions.

Description: Junior firefighters are trained in all fire ground aspects with the exception of actual extinguishment. They are familiarized with all related equipment, their uses and location on the apparatus. The Junior Firefighter must maintain at least a “C” average in their studies and show the advisor their report card every semester. The fire department then gives the Junior Firefighter the opportunity to attend the local County Fire Academy’s Junior Firefighter program to prepare them to become senior firefighters and attend the Fire Academy. After passing an extensive test based on tool names, uses, and apparatus location, the Junior Firefighter is then permitted to respond on actual fire calls during non-school hours before 9pm on school nights. At the scene, the cadet is permitted to act as a “go for”, getting and setting up any necessary equipment (i.e. scene lighting, pike poles, etc.) The cadet may also assist the senior firefighters with the break down, donning and doffing of their SCBA. Description: The Hopelawn Engine Company #1 Junior Firefighter program is open to young men and women between the ages of 14 to 18. The program has been in place since 2000 and currently has 10 active members. The Department supplies the training, equipment, and leadership needed for them to develop into strong, respectful, and productive, active members in the future. Our Junior Firefighter Corps conducts their own meetings and, when of sufficient members, elects Executive and Line Officer staff, which helps to promote inter-personal and organizational development skills. Their main function is as a training group where they are allowed to participate in drills and learn fire-fighting skills under direct supervision of a certified Fire Service Instructor. In addition to firematic and EMS training, other required classes given by the department are SCBA fit-testing, HazMat Awareness, I-100, and IS-700. The topics “Community Right To Know”, “CPR/AED” and “Blood Borne Pathogens” are provided as an annual refresher training. Members are trained in all areas of basic firematics including hydrant operation, supply and attack hose lines, air packs, ladders, and retrieving equipment from the apparatus. Upon successful completion of classroom training and demonstrating learned proficiencies, Juniors become eligible to participate in the apparatus ride-along program. They are allowed to respond to calls until 10pm on school nights and 11pm on weekends and when there is no school. On the fireground, they generally remain with the Apparatus Operator until directed by the OIC to provide support in assisting the senior members with a number of different tasks. They are not permitted to enter to be too close to any actual fire scene. They are not allowed to respond to HazMat calls although they are trained for emergency procedures should one present itself. They must maintain a minimum C average in school and the program’s advisors check with parents to make sure they are maintaining their level of schoolwork and family obligations. They are also entitled to participate in all Company and community based functions and programs.

Description: The Junior /Explorer program was established in 1998 accepting members between 14 and 18 years of age, to aid in the recruitment and retention of members. They meet weekly during the school year (September thru June), and elect one Captain and two Lieutenants each year and are overseen by adult leaders and a Chief Officer. The program we have developed follows the departments probationary course comprising of class room and hands on training, involving all Engine and Truck Operations and SOP’s. In addition, the Juniors train in EMS and become CPR and Basic First Aid certified. The Juniors also take trips to the Nassau County Fire Service Academy, area airports, fire related shows, etc. During the summer months they train and compete in drills in Nassau , Suffolk and Putnam Counties and attend and march in several parades with the members of the department. Throughout the year they are at times called upon to assist the Department, Ladies Auxiliary and Companies as needed for training, drills and fire prevention. They are not permitted to respond to or operate at the scene of alarms. Upon their 18th birthday they are encouraged to join the department as a firefighter or firemedic. Should they desire to join the department they are exempt from some of the required probationary training as they have completed most of the training over the past several years. We have instituted a successful program with the assistance of the members and officers of the department. Most of the juniors members join the department unless they are attending school out of the area after their graduation from high school.

Description: Our junior firefighter program began way back in 1922 and is open to young adults between the ages of 16 and 18. Our junior members are called Torch Boys, a term reflecting the rich heritage and history of the American fire service. In the days of horse drawn fire apparatus, Torch Boys would light the way, running in front of the horse carrying a torch. In fact, in some of the legendary Currier and Ives fire paintings, Torch Boys can be seen running along with the horses and apparatus. We continue to use the term Torch Boy today out of respect for the past, but our program also accepts and encourages female members as well. Our “Torch Boy” junior firefighter program has been tremendously successful over the years. In fact, six of our Torch Boys have gone on to become the chief of our department. The program is very finely structured. The Torch Boys’ main responsibility is to keep the fire apparatus in a clean and orderly state. But, at the same time, they participate in all our department’s emergency calls and training drills. Because they are recognized as firefighters, they are eligible to take all New York State training classes and complete national certification in the New York State Firefighting I course. Their activities, however, are closely monitored and controlled. They are not allowed to actually enter a burning structure, operate hydraulic and power tools and have other firehouse restrictions placed on them due to their age. However, when they reach their 18th birthday, they are promoted to full firefighter, and our department immediately gains a well trained and certified interior structural firefighter. I have personally witnessed the success of this program over they years. It is a great program for young adults to get involved in. At an age when they are easily influenced and tempted to participate in many different activities, it gives them great role models to look up to (police officers, teachers, bankers, successful business people among others within our department), teaches the importance and benefits of community service and offers them a great place to hang out during their idle time. In one case, our department took in a young adult experiencing some problems at home. This young man became so involved in the department and so enjoyed being a firefighter, he decided that’s what he wanted as a career and is today a paid firefighter in a nearby community. Like all volunteer fire service providers, we could use more help. The grant money would help us advertise our program to our local high school students and hopefully entice more of them to join. The scholarship opportunities would certainly add to the other incentives for them joining up. We would plan to more aggressively market our program and also participate in school programs at all grade levels to help create more awareness of it.

Description: The St. Johnsburg Fire Company, Inc. adopted a “Junior Firefighter” program in late 2001 to aid in our recruitment and retention efforts. The goal of the program was to get new members into the organization, that could complete all required fire training prior to starting college. In New York, the state allows for people 16 years and older to participate in fire suppression and rescue operations, and complete training in such fields. The only restriction for these members are they are only exterior firefighters until their 18th birthday, and they cannot operate any machinery (vehicles, Jaws of Life, etc.) Since this program was instituted, we have taken in 14 active junior firefighters with some years the active junior firefighters accounting upwards of 50% of the new members taken in for that year. We have instituted a very successful program, which our department, and community as a whole, has benefited from.

Description: At this time we are following the new guidelines the North Carolina Fire Marshal’s Office has recommended. Our Juniors attend weekly meetings like the regular firefighters attend. They participate in all classroom courses. The only hands-on training they receive is what the state guidelines will allow. They are allowed to respond to calls in a non-emergency mode. We allow them to work in safe zones that are established by state guidelines. We keep a strict check on their school grades. We see all intern and report cards. The juniors have to keep a C average or they will be suspended from all activities until their grades have been improved. The North Carolina Guidelines can be received from the NCDOI website.

Description: Juniors must have a valid driver’s license and they serve in a support role during incidents and training. They must have a waiver signed by the parent(s) or legal guardian prior to joining. They are never allowed to participate in any operations that are deemed dangerous. They are restricted to attending functions only when school is not in session and before 10PM on school days and 11PM on non-school days. They must certify with their school principal that they have a grade of a “C” or above in all of their classes prior to joining. They must maintain a grade of a “C” or above in every class each semester until graduation. Any member not maintaining their grades are suspended for the next semester or until their grades return to the minimum requirements. Any member dropping out of school can no longer participate in the junior program. Upon their 18th birthday, they may request to become a firefighter with the department. They are given preference above any other applications that may be open at that time.

Description: We have had Juniors since our beginning and it has really worked well as we have had several that actually remained in the fire service and some that now work as career firefighters in the paid department in town. Allowing young members to be a member of the department as well as learn the structure of firefighting and getting as much certification training allowed, preparing them for the position of firefighter. However, they are not allowed to do actual live burn training. They are allowed to respond to fire calls and work well as tool totes and rehab folks and other less hazardous work. We do stress their regular schooling. Should the parent of the member come to us and advise that their grades at school are affected by his or her activities with the department, then they are removed as high school comes first.

Description: The Bellbrook Fire Department Cadet Division was formed in 1978 to give young people from the Bellbrook Community a first hand look at what the fire department did. The Cadet Division was also formed to act as a recruiting tool for the Bellbrook Fire Department as well as the fire service in general. The Cadet Division has grown greatly since the 70's just as the fire service has. The Cadet Division currently has ten members as well as one Cadet Lieutenant. The cadets get the unique opportunity to not only train with the fire department, but also work with, and among them. The cadets train every Tuesday evening from 5:00 to 6:30p.m.. They train in basic firefighting, emergency medical service skills and techniques. Frequent trainings include fire behavior, fire suppression, ladder drills, rope rescue, self-contained breathing apparatus, CPR, First Aid, building construction, EMS triage, and Search and Rescue. The skills learned in the Cadet Division not only apply to the fire service but also can be applied to everyday life. Problem solving skills, leadership, time management, and respect are all enforced and expected in the program. Requirements of cadet division applicants include a minimum of 13 years of age and a maximum of 18 years of age, completion of at least the sixth grade, a 2.5 or higher grade point average, and a current medical physical.

Description: The Rescue Hose Company #1 Junior Firefighters is open to any male or female 14-17 years old. Prospective members must submit an application to the department for vote. Upon being voted into junior membership, all juniors are encouraged to attend trainings held every Thursday evening from 1900 to 2200 hours. All junior members are required to follow PA Child Labor Laws. Junior members 14-15 years of age are only permitted to ride apparatus during training exercises, parades, community service events, etc. Junior members 14-15 years old are required to assist in fundraising activities, trainings, public relations activities, station duties, etc. Junior members 16-17 years old may ride fire/EMS apparatus upon completion of the Rescue Hose Company #1 Apparatus Riding SOG. These members must meet minimal riding criteria including training, station duties, fundraising activities, maintaining a valid First Aid and CPR card, etc. Junior members who have met riding requirements are issued a full set of turnout gear. Junior members 16-17 years of age who have met riding requirements are permitted to bunk in, in accordance with Pennsylvania Child Labor Laws, and under supervision of a senior member 21+ years old. Within 30 days of the junior member’s 18th birthday, he or she must submit an application for general membership and attach a letter of recommendation from the Junior Advisors. All junior members are encouraged to take trainings outside the department as well. The majority of these trainings are at no cost to the member upon receiving prior approval from the Fire Department’s Officers. Description: A person under the age of 18 wishing to join the Plymouth Fire Company applies for membership under our junior program. A person can join our junior program after their 14th birthday and before their 18th birthday. Just like applying for general membership, each junior must fill out an application and have it reviewed by our Membership Committee. After review, the membership is brought up to a vote at the monthly meeting for acceptance or denial. Once a junior has been accepted into the firehouse, each person goes through an orientation program and is explained the training requirements and how they can be attained. Once a minimum level of training has been met, the junior member is permitted to ride on some apparatus depending on age and training level. The juniors at Plymouth are considered equal and participate in all trainings according to the laws and regulations. Junior members are required to sign a log book whenever they enter or leave the firehouse. This helps us maintain working hour laws to make sure every rule is abided by. The junior program is overseen by a Junior Steering Committee made up of senior firefighters and fire officers.

Description: The junior firefighter program was launched in November of 2004 with the aspirations of getting young people in Ford City involved in their community by observation and hands-on work. Our goal is to prepare these young people to be the safest and well-trained firefighters that they can be, for their protection and the protection of the residents of the Ford City Hose Company #1 coverage area. Since its formation, we have had three junior members remain active in Ford City Hose Company as firefighters, a significant boost to our roster. Our overall retention of junior firefighters to active membership is approximately 75%. Our junior members train with the active members on a weekly basis and participate in most company functions and calls, as allowed for by the Standard Operating Guidelines of the Junior Fire Department.

Description: The department program includes 14 and 15 year old members as cadets and 16 and 17 year olds as junior members. These young people are included in all of the department training activities and limited to be compliant with the current child labor laws. They are also permitted to report to staging at the scene of calls and are given assignments consistent with their limitations and under the direction of a mentor when manpower permits. Some of the activities that they can perform include changing SCBA bottles, tracking equipment, assistance with accountability, resource accountability and documentation, and other activities outside of the “work zone.” The program also includes social interaction around the stations as well as away from the department including field trips related to the department and non-related, camping, bowling, and other activities that develop team concepts and make these young persons friends to one another as well as the organization.

Description: Explorers are encouraged to attend meetings and training where senior firefighters demonstrate the latest tools and techniques that are used in the department. Past training nights have included: ropes and knots, SCBA familiarization with a hose maze, and first aid. They hold fundraisers and use the money to pay for group activities such as whitewater rafting, discounted tickets for hockey and baseball games, and camping trips. Junior Firefighters between the ages of 16 and 18 are encouraged to participate in training during regular fire company training nights, and take courses in “Essentials of Fire Fighting” and vehicle rescue, so when they turn 18, they will, with very little added training, become a senior members as an active interior firefighter or rescue technician. These young members are a vital link to keeping the organization alive. Description: The Explorer program at the Minquas Fire Company was designed and launched in conjunction with Chester County Learning for Life and the Boy Scouts of America.  The program is designed as a "gateway" for young men and women between the ages of 14 and 21 to experience and learn all the skills required to serve as fire fighters and EMS professionals.

Description: The Junior Firefighter Program was instituted by the Trappe Fire
Company (TFC) as a training program for young men and women, aged 16-18, interested in serving their community. We'll help prepare you to become active firefighters upon reaching the age of 18. At age 18, the Junior Firefighter is eligible to attend the State Firefighter I Course and to become a full member of the Trappe Fire Company #1. As a Junior Firefighter, members serve in a support role for the senior firefighters at actual emergencies as a supplement to a formal training program. The Junior Firefighters attend monthly training drills with the full Department. A TFC fire officer serves as the Junior Firefighter training officer, and he is the primary contact person for the Junior Firefighter. Those selected are expected to act in a mature manner and commit to a demanding, long-term program. In both training sessions and actual emergency situations, the safety of the Junior Firefighter is of paramount concern to the Department. As such, the activities of the Junior Firefighters are limited in scope and the fire officers closely supervise them.

The juniors participate in training side by side with the regular Firefighters and respond to calls within our township. Description: Junior members are to provide support to the firefighters at the scene of an emergency and ride on their stations apparatus. Junior members may train with other companies with the approval of all captains involved in the training exercise. Junior members will not be allowed to talk on the department radios without being approved to do so by their station captain. Junior members will have a helmet with blue decals on it. Junior members will obey all traffic laws while responding to the fire station. Any junior member who violates a traffic law while responding to an alarm will be suspended for a period of not less 30 days. Junior members are NOT ALLOWED to respond to alarms during the school day. Junior members are not allowed to be in the fire station after 10 PM on nights before a school day and 11 PM on non-school nights and are not allowed to leave school for an alarm. Junior members are not allowed to perform any type of fire suppression activity. Junior members are not allowed to have on SCBA at any emergency call. Junior members may participate in controlled burns only at the age of 17 years 6 months. At the Chief’s discretion, Junior members may be dismissed from duty if they grades are below a 2.0 on a 4.0 grade scale. Junior members may be dismissed immediately by a chief or deputy chief for failure to obey the district’s Standard Operating Guidelines (SOG’s). Once the member reaches 18 years of age their captain will notify the office that the particular member is no longer in the junior program and once completing district and station probation requirements will become an active member of their department.

Description: The Pleasant View Volunteer Fire Department’s Explorer Program is sanctioned under the Boy Scouts of America. There are a total of six advisors that meet monthly to oversee the program. Once the Explorers have completed Level I, they will be allowed to attend different fire department activities, train with the current personnel, and respond to non-emergency events with the Duty Officer or Commanding Duty Officer. The Explorers must follow a set of guidelines set by the Advisor Committee. The program is geared towards team work, future fire service personnel, and community leaders. There are different modules that the Explorers will have to complete to advance through the program. Once each module is complete, the Explorers will be rewarded.

Description: The Elmore Junior Firefighter program provides an opportunity for local high school students between the ages of 15 to 17 to get actively involved in their community fire service. Upon being voted on and accepted into the department, junior members are issued bunder gear, a locker and a pager. They may respond to the station for fire calls and accompany adult members to emergency scenes. Once on the scene, they are supervised by an officer who insures that their roles and behaviors comply with OSHA regulations. In the past, junior members have provided critical water supply, traffic control, and manpower assistance, depending on the operation at hand. They have also provided the fresh hands necessary for post-event clean-ups and vehicle maintenance, giving exhausted line firefighters a change to catch their breaths. Junior firefighters likewise participate in all department training, work sessions, and regular business meetings, when their votes do count. The Elmore Fire Department sponsors interested junior members who wish to participate in the annual Vermont Fire Academy, and/or desire to take the 140-plus hour Firefighter I Essentials course. Additionally, the Elmore Fire Auxiliary offers a community service scholarship for any college-bound Elmore high school seniors who have demonstrated exemplary community involvement. Junior members are naturally encouraged to apply.

Description: The Callao Volunteer Fire Department, Inc. was founded by pillars of our community living in the area we protect in 1948. We are located in the upper end of Northumberland County, Virginia. Our department forefathers had a vision of serving and protecting the citizens from threats of fire and other hazardous conditions which might arise over the course of time. It was in 1982 that our members saw the need to enlist the help of our teenagers. This was the beginning of the department’s Junior Division. Since that milestone we have seen over 40 young men and women join the department. Once they reach the age of eighteen, most of these dedicated youth go on to become senior members in the department. Many of these youth eventually become leaders in the community. These years of instructing our youth, provide them with valuable training and experience. These same youth go on to become professional firefighters, police officers, medical professionals and much more.

The department encompasses 60 square miles and a population of approximately 26,000 residents with the majority of our coverage area being mostly a rural bedroom community. Snohomish Fire & Rescue provides a variety of excellent education and emergency services 24/7 with a staff of 94, consisting of career, volunteer and administrative members. Our department is manned on week nights, weekends and holidays by our large volunteer staff. In 2007, our department responded to over 3,300 alarms. We also have a cooperative relationship with our surrounding and neighboring departments in which we mutually help each other in times of need.

Description: The Campbell County Fire Department sponsors the cadet program. The cadets are actual members of the department. Cadets range in age from 12-17, once they turn 18 they can become full members of the fire department. The cadets train to the same standards and curriculum as our firefighters do. We train twice a month with the goal of reaching a level of proficiency that will allow our cadets to become firefighters with almost no additional training to meet Firefighter I requirements. The cadets are also allowed to participate in training in the following disciplines, Hazardous Materials, Wildland, First Aid/CPR, Rescue, Incident Command, Structural and other specialty areas. The program holds the cadets to a higher standard than other kids their age; they must maintain an agreed upon G.P.A. and will be terminated if they are convicted of any serious offense. The goal of the program is to provide the future of the emergency services, not only in Campbell County, but in the region as well.
