NVFC Board of Directors
The NVFC is made up of 49 state fire associations, which appoint a member from their organization to serve as the Director from their respective state. Some states also select an Alternate Director to take the place of the Director if needed. These Directors comprise the NVFC Board of Directors, which meets twice a year. Each state has one vote. The Directors elect Officers (Chairman, First Vice Chairman, Second Vice Chairman, and Secretary/Treasurer) every two years.
Beyond the state associations, the NVFC offers membership to individuals, fire and EMS departments, and to the corporate world. Learn more about membership.
The NVFC Board of Directors contains committees with anywhere from three to eleven representatives. The committees typically meet twice a year, in conjunction with the biannual board meetings. Committees also hold conference calls and interact on the Internet. Committee Chairs are selected by the NVFC Chairman.

Philip C. Stittleburg Phil Stittleburg has been the NVFC’s Director from Wisconsin since 1979, and has served as Chairman of the NVFC since 2001. He joined the volunteer fire service in 1972 and has served as Chief of the LaFarge Fire Department since 1977. Phil is also legal counsel to the NVFC, the LaFarge Fire Department, and the Wisconsin State Firefighters’ Association. He has represented the NVFC on numerous NFPA standards setting committees, including NFPA 1500. Phil is Chair of the National Fire Protection Association, is on the board of the National Fallen Firefighters Foundation, served as President of the NVFC Foundation for 13 years, is Chairman of the Fire Science Advisory Board at Western Technical College, and is a regular contributor to national fire service publications. His awards include Fire Chief Magazine’s Volunteer Fire Chief of the Year in 1998 and the Fire Prevention Award presented by the Wisconsin Fire Inspectors Association in 1983. |

Kevin Quinn
First Vice Chairman
Kevin D. Quinn has over 35 years of experience in the fire service. He is a Deputy Chief of Union Fire District, past-President of the Rhode Island State Firemen’s League, Rhode Island State Advocate of the National Fallen Firefighters Foundation’s Everyone Goes Home-Courage to Be Safe Program and member of the Foundation’s Rhode Island Local Assistance State Team, liaison of the South Kingstown Decontamination Unit, member of the Hope Valley HazMat team, and member of numerous federal, state, and local exercise design management teams. Kevin served on the NVFC Board of Directors for over 30 years as Alternate Director for Rhode Island and now continues as Director. He is on the Council’s Executive Committee and Health and Safety Committee. He holds a Master of Science in Counseling and Educational Psychology and a Master of Science in Education.

Steve Hirsch
Second Vice Chairman
Steve Hirsch is a Training Officer for Sheridan County Fire District, Thomas County Fire District #4, and Grinnell Fire Department. He has served as Secretary of the Kansas State Firefighters Association since 2000. Steve’s father started a rural fire district in north central Kansas in 1963, the year after he was born, so he grew up in the fire service. In his other life, Steve is the County Attorney in Decatur County, having been elected to that post six times beginning in 1988. He also has a private law practice and serves as city attorney for a number of communities in Norton, Decatur, Sheridan, Thomas, and Gove counties.

J. Allen Metheny, Sr. Allen Metheny has been a member of the volunteer fire and emergency services since 1962. He is a life member of the Hartly Volunteer Fire Company and has held nearly every elected office in the Company. Allen is a past-President of the Delaware State Fire Chief's Association, the Del-Mar-Va Volunteer Firemen's Association, and the Delaware Volunteer Firefighter’s Association, of which he is currently the Treasurer. He has been an instructor at the Delaware State Fire School since 1970 and has served on the Delaware State Fire Prevention Commission. Allen joined the NVFC as Alternate Director for Delaware in 1991 and currently serves as Director. He is a Certified Government Finance Manager. |
