NVFC Board of Directors
The NVFC is made up of 49 state fire associations, which appoint a member from their organization to serve as the Director from their respective state. Some states also select an Alternate Director to take the place of the Director if needed. These Directors comprise the NVFC Board of Directors, which meets twice a year. Each state has one vote. The Directors elect Officers (Chairman, First Vice Chairman, Second Vice Chairman, and Secretary/Treasurer) every two years.
Beyond the state associations, the NVFC offers membership to individuals (Personal Membership), fire and EMS departments (Department Membership), and to the corporate world (Corporate Membership).
The NVFC Board of Directors contains committees with anywhere from three to eleven representatives. The committees typically meet twice a year, in conjunction with the biannual board meetings. Committees also hold conference calls and interact on the Internet. Committee Chairs are selected by the NVFC Chairman.

Philip C. Stittleburg Chairman Wisconsin State Firefighters Association
Phil Stittleburg joined the volunteer fire service in 1972 and has served as Chief of the LaFarge Fire Department (WI) since 1977. He is also legal counsel to the NVFC, the LaFarge Fire Department, and the Wisconsin State Firefighters Association. Phil has represented the NVFC on numerous NFPA standards making committees, including NFPA 1500. He is on the Board of Directors of the National Fire Protection Association and the National Fallen Firefighters Foundation, is a past-President of the NVFC Foundation, serves as Chairman of the Fire Science Advisory Board at Western Technical College, and is a regular contributor to national fire service publications.

Jeff Cash
First Vice Chairman
North Carolina State Firemen's Association
Jeff Cash has been in the fire service for 30 years and is currently the Fire Chief of the Cherryville Fire Department. He is a past-President of the North Carolina State Firemen’s Association and serves on the NFPA 1021 Committee as well as the IAFC Safety Health & Survival Committee. He has testified before congressional committees on fire service issues on two occasions. Jeff has received numerous awards for his service, including Cherryville Firefighter of the Year, North Carolina State Firemen’s Association Firefighter of the Year, North Carolina Association of Fire Chief’s Fire Chief of the Year, and the IAFC Volunteer/Combination Section John Buckman Leadership Award.

Jack Carriger
Second Vice Chairman
Oregon Volunteer Firefighters Association
Jack Carriger started his career in emergency service in 1976 as a Reserve Deputy Sheriff. After ten years of serving as a Deputy, Jack changed over to the volunteer fire service. Jack has served as President of his fire district's Volunteer Firefighters Association, President of the Oregon Volunteer Firefighters Association, and as Alternate Director and Director to the NVFC for Oregon. Since his time on the Council he has served on several committees and is a committee liaison to the Executive Board.

J. Allen Metheny, Sr. Secretary/Treasurer Delaware Volunteer Firemen's Association
Allen is a 44-year member of the volunteer fire and emergency services. He is a life member of the Hartly Volunteer Fire Company and has held nearly every elected office in the Company. He is also a past-President of the Delaware State Fire Chief's Association, the Del-Mar-Va Volunteer Firemen's Association, and the Delaware Volunteer Firemen's Association of which he is currently the Treasurer. He has been an instructor at the Delaware State Fire School since 1970 and has served on the Delaware State Fire Prevention Commission. Allen has been the Alternate Director to the NVFC for Delaware since 1991. He is a Certified Government Finance Manager and is currently employed by Kent County, DE, as the Assistant Director of the Department of Public Safety, Division of Emergency Management.
